We have confronted with many challenges in the Japanese education. These challenges encompass violence in junior high schools, bullying in elementary and junior high schools, thousands of absentees from schooling, increasing dropout rates in senior high schools, and more. These situations relate to rapid changes in learning environments of students, including their families.

Assessments for teachers' aptitude, competency and skills are congruent with successful solutions and educational improvements. There is no doubt that teachers are at the center of such change and improvement.

In order to improve teaching competency, some people think the focus should be on redifining teachers' competency and roles. Please identify some critical components of teaching competency to improve students' behavior and academic achievement.
